$E[X]$ denotes $E[X|A]$, which means that we have to „derive“ it on a conditioning event.
Think about the following:
$$E[X|A]=\frac{E[X1_{X\leqslant a}]}{P[A]}=\frac{1}{P[A]}\int_{ -\infty}^aE(X)$$
In the first equality, we condition on $A$, which means that the true value of $X$ has to be bigger than $a$ in order to be allowed by $A$, and, in the second equality, we „derive“ the true value of $X$ as an expectation of $X$, which, as $A$ is the conditioning event, is only meaningful when $X$ is a random variable (hence, no $X^2$ or $Y^2$ or anything but integrals of random variables, since the randomness is an essential part of it).
To rephrase, $E[X|A]$ is the conditional expected value of $X$, given the conditioning event $A$.
